A:

Answer you get depends on whom you are talking to :) New equipment costs two to three times what used equipment costs.  With good service, new equipment should perform well if maintained by the vendor that sold you the copier.

Used equipment has several ways it is described: reconditioned, refurbished to name a couple.  The biggest bang for your buck is used equipment with this caveat.  Not older than one generation old, there should be an unconditional guarantee for the term of the lease, and if the copier vendor can’t fix the copier for any reason, it should be replaced with equal or better equipment at no cost to the customer -- as long as the copier is under a service agreement with the vendor you purchased the copier from.
